Southwest Michigan Regional Airport Specifications and Federal Contract Provisions for Electric Truck and Charger and Electric SUV and Charger:
The Southwest Michigan Regional Airport (BEH, Airport) in Benton Harbor, MI is seeking bids for TWO (2) electric pickup trucks and ONE charger for use at Southwest Michigan Regional Airport. Bidders may choose to bid on one or both vehicles.
Bid responses must include:
· Equipment costs, inclusive of all fees and applicable taxes
· Estimated vehicle delivery date (as measured from the time of purchase order)
· Completed forms found within the enclosed Federal Contract Provisions, which are required in accordance with the Federal Aviation Administration (FAA) Airport Improvement Program (AIP):
o A24: TAX DELINQUENCY AND FELONY CONVICTIONS (See highlighted check boxes that must be completed and returned with bid)
o Bidder’s List Collection Form
· Buy American documentation, to include EITHER:
o Completed Buy American Forms
§ A4: BUY AMERICAN PREFERENCE*
§ If a Buy American waiver is required:
· FAA Form 5100-137, Buy American Preferences – Final Assembly Questionnaire*
· FAA Form 5100-136, Buy American Product Content Percentage Worksheet*
o OR a statement (a) confirming that the proposed vehicles/equipment meet Buy American requirements, and (B) the bidder will provide the forms noted above as soon as possible (but no later than 14 calendar days following notification of award)
Final awards and payment will be contingent upon receipt of a Zero Emissions Vehicle (ZEV) grant from the FAA and approval by the Airport. The owner reserves the right to reject all bids.
Bid pricing must be valid through 05/30/2025 to accommodate federal grant timelines.
* As required by the FAA, bidders are requested to coordinate with vehicle manufacturers to ensure that the proposed equipment meets the Buy American requirements. At a minimum, 60 percent of vehicle components (by cost) must be sourced from the United States, and final assembly of the vehicle must take place in the United States. The County will coordinate with the selected bidder to complete all necessary Buy American documentation if it cannot be provided at time of bid submission. If Buy American documentation is not available at the time of bid submission, the County requests that bidders provide a statement that confirms Buy American eligibility and intent to provide the necessary documentation within 14 calendar days following notification of award.
Minimum Requirements for Electric Pickup Truck:

VIII. Minimum of 7,000 lbs. towing capacity

XII. Level 2 charger with single port (capable of being either wall- or pedestal- mounted)

XIV. Airport numbering and logo
XV. High Intensity strobe beacon
XVI. Airband radio similar to ICOM Model IC-A120 Air Band Mobile Radio
XVII. Company radio similar to Motorola APX4500 Series Mobile Radio
Minimum Requirements for Charger: A New Level 2 Charger (QTY =1)
Level 2 charger with single port (capable of being either wall - or pedestal-mounted)
Compatible with provided vehicle
Installed by others
Weatherproof enclosure and operation
Minimum 1 year warranty
Available voltage is 208V
